It has offically come down for the director of Ghost Rider himself, Mark Steven Johnson, that the movie is completly finished. This is what he said on the Superhero Hype! message board:
I thought you might like to know that I have officially finished Ghost Rider! That's right -- the movie is done and DONE! And it looks and sounds absolutely beautiful. I can't wait for all of you to see it!
